THE ROLE OF ‘SUPPLIERS’ IN AIRWORTHINESS

In airworthiness terminologies, ‘suppliers’ means any source of components and material external to the approved maintenance organisation. These external sources could be distributors, other approved maintenance organisations, original equipment manufacturers (OEM), operators, etc.

Suppliers play an important role in the success of aviation industry.

The use of components from different suppliers enables aircraft maintenance organisations to carry out maintenance in a cost effective-manner by allowing them to benefit from the worldwide market competition.

Through worldwide market competition the industry gets suppliers who offer reliable, relevant, high-quality products and services that complement and augment aerospace industry technology.

However, acceptance of components from different sources has revealed several issues with suppliers for many years, such as the supply of unapproved parts or counterfeit parts, which may represent a risk to aviation safety.

Regulatory bodies i.e. CAAs provide clear requirements and guidance materials in order to ensure that the risks associated to the acceptance of components/parts from suppliers are mitigated. Maintenance organizations are required by the regulations to establish procedures for the acceptance of components/parts. Among the contents of such procedures include a supplier evaluation control procedures and acceptance/inspection of aircraft components and material from outside contractors.

Acceptance of components is a routine process in the daily activities of any approved maintenance organisation, therefore, clear requirements and detailed guidance material are necessary to ensure mitigating the risks associated to such process. Inadequate procedures or the lack of procedures on how to evaluate suppliers may result on the acceptance and installation by the maintenance organisation of non-conforming parts, unapproved parts and counterfeit parts. The worst foreseeable situation would be that the failure of the installed non-conforming or un-approved parts or counterfeit parts could have catastrophic consequences; however, this occurrence is considered improbable.

Proper evaluation and selection of suppliers helps reducing the number of findings detected by maintenance organisations during acceptance of components, such as components shipped with inadequate documentation, components non-conforming to the purchase order.

Maintenance organizations are required by regulations to keep the list of their approved suppliers. This list is always updated from time to time, meaning that adding and/or removing some of the suppliers accordingly.

One of the ways used by Maintenance organizations to get suppliers to keep into their lists is through the use of on-line suppliers’ directories and it’s always easy to source for suppliers through this way. Aviation suppliers contribute to aviation safety. Suppliers have a role to play in ensuring parts meet the airworthiness requirements and unairworthy aircraft parts are not supplied into the market. Every supplier must comply with relevant aviation safety regulations pertinent to aeronautical parts supply. 


Etihad Airways starts flights into Dar es Salaam.

Dar es Salaam is Etihad Airways' third departure point in East Africa, along with Nairobi and Entebbe, and its ninth destination on the continent.

DAR ES SALAAM, Tanzania - Etihad Airways, the Abu Dhabi-registered airline, has on Tuesday launched its daily flights to Tanzania, adding itself to the growing list of Middle East carriers eyeing Tanzanian and African airspace.
Operated by a two-class Airbus A320 aircraft with 16 Business Class and 120 Economy Class seats, the new service is designed to provide business and leisure travellers with a direct daily service between Dar es Salaam and Abu Dhabi, with convenient onward connections to key destinations in the GCC region, Europe, Indian Subcontinent, North Asia, Southeast Asia and Australia.
Etihad Airways joins the list of a growing number of Middle East registered airlines lobbying East African skies. Dar es Salaam will be Etihad Airways' 110th destination globally and its 11th destination in Africa and the Indian Ocean, reports from the airline’s head office in Abu Dhabi said.
“The launch of Etihad Airways’ flights to Dar es Salaam is consistent with our strategy of targeting areas of strong growth in emerging markets.  said Daniel Barranger, Etihad Airways’ senior vice president - global sales.
He added: “Dar es Salaam is a wonderful destination for tourists seeking to experience the great culture and history of Tanzania, and provides the gateway to numerous national and international tourist attractions, including Mount Kilimanjaro, the wildlife-rich national parks of the Serengeti, and the spice island of Zanzibar. 
“The UAE is also a major trading partner with Tanzania and our new point-to-point services strengthen the two-way flow of trade and commerce between the two countries. The flight scheduling offers guests convenient onward connections, and caters for the strong traffic flows between Tanzania and key destinations across our global network, such as Ahmedabad and Mumbai in India or Beijing and Shanghai in China.  
 “Not only does this service provide our guests with direct access to an exciting new business and tourism destination, it also further strengthens our presence in East Africa and across the African continent,”
The flights will be connecting the Tanzanian capital with 45 destinations across the Middle East, Europe, the Indian Subcontinent, North and Southern Asia and Australia through daily flights, the Etihad report said.
Taking advantage of the fast-growing air connection between East Africa and the Middle East, Tanzania is lobbying tourists and travel trade investments from the Gulf States and the rest of the Arab World.
A team of tourist business stakeholders and marketing officials from Tanzania visited Dubai and other Middle East states last year, looking for potential tourists and investors in tourism from the Gulf States and invited them to invest in Tanzania’s fast-growing tourist industry, taking advantage of the Middle East airlines new routes.
Tanzania Tourist Board had launched marketing campaigns to attract visitors from the Gulf States through these airlines.
Hotel and accommodations, hunting and camping safaris are areas of tourist investment and the Tanzania Tourist Board is looking to market them in the Gulf States. Although the number of Arab tourists to East Africa is not as big as the European and American holidaymakers, there has been a notable number of hunting tourists from the Middle East to Tanzania and the rest of East Africa.
About 15,000 tourists from the Gulf visit East Africa every year.
Although small in numbers, East African nations are taking advantage of the Middle East-registered airlines to be a lifeline for Arab-speaking holidaymakers.

Airlines registered in Middle Eastern states that are flying to Tanzania include Emirates Airlines, Qatar Airways, Oman Air, Turkish Airlines and Fly Dubai, which are the most competitive over Tanzania’s airspace.
Middle East-registered airlines have taken over the Tanzanian airspace from the traditional European-based airlines which had pulled out their flights between key European cities and Dar es Salaam.
Among European carriers that pulled their flights out of Tanzania are SAS (Scandinavian), Sabena, Air France, Lufthansa, Aeroflot (Russia), Alitalia and British Airways.
Only two European-registered airlines currently fly to Tanzania - Swiss International Airlines and KLM Royal Dutch Airlines.

BOEING COMPLETES DETAILED DESIGN FOR 787- 10 DREAMLINER

Boeing has achieved a major milestone toward the entry into service of the 787-10, the largest variant of the Dreamliner family, as the company announced yesterday the completion of its detailed design.

The airframer announced that this program stage was reached nearly two weeks ahead of schedule, which “means the information needed to build parts and tools for assembly has been completed and released for fabrication or procurement.” Boeing expects to start the assembly of the 787-10 in 2016, followed by the first flight in 2017.  The first delivery is scheduled for 2018 to United Airlines. The largest operators of the variant will be Singapore Airlines and Etihad Airways, with 30 aircraft each.
“With the 787-10, we are building upon our experience and the 787-9 design itself to create this newest member of the super-efficient 787 family,” said Ken Sanger, vice president of 787 Airplane Development. “Through our dedicated team and our disciplined processes, we have optimized the design for the needs of the market and are excited as we look forward to production.”
The 787-10 is a stretched version of the 787-9, which was first delivered to Air New Zealand in 2014. Ken Sanger, vice president of 787 Airplane Development. said Boeing is “building upon our experience and the 787-9 design itself” on the 787-10. According to the company, 95% of the design and build of the 787-10 and 787-9 will be identical, thus reducing production costs and risks across the production system.

The 787-10 will be built exclusively at Boeing’s North Charleston, located in South Carolina. The aircraft will have a range of 6,430 nautical miles (11,908 kilometers), and In standard configuration, it will accommodate 323 passengers, which is 33% more than the capacity of 787-8 and 15% more than 787-9. and in standard configuration, it will accommodate 323 passengers, which is 33% more than the capacity of 787-8 and 15% more than the 787-9. To date, customers have placed orders for 164 787-10s, equivalent to 14% of all 787 orders.

Fastjet load factor drops

FASTJET has recorded a slight drop of its passengers for October and November in Tanzania attributed to what they described as prolonged effects of October General Election in Tanzania.


The airline carried 62,843 passengers during the month, with the load factor – a measure of how full its aeroplanes were – down three points from the previous month to 60 per cent.
It attributes the decline to the October General Election saying it resulted in muted demand from government and civil service. “Primarily due to the prolonged effect of the presidential election in Tanzania, which has yet to result in Cabinet being appointed or a budget being agreed.
This has reduced demand from governmental and civil service traffic, and had an adverse effect on travel more widely in the country.,” Fastjet Chief Executive Officer, Ed Winter was quoted in a statement.
“Whilst we remain mindful of the temporary reduction in demand in Tanzania, we expect that this will improve in the New Year when the political environment stabilises.
Severe weather in November led to a slight reduction in punctuality, with 84 per cent of Fastjet’s Tanzania flights arriving on time; however, the weather in Zimbabwe was more clement, and all of Fastjet’s Zimbabwe flights arrived on time in what was the first month of operation in the country.
“We are delighted that Fastjet Zimbabwe has been well received in its first month of operation. Passenger’s feedback has been positive and we look forward to expanding that network,” said Chief Executive, Ed Winter.
During the month, Fastjet also launched new route between Dar es Salaam, Johannesburg and Zanzibar. Tickets for the new route are currently on sale, with operations commencing in January 2016 with daily flights between Dar es Salaam and Zanzibar. “The exciting launch of new route between Dar es Salaam, Johannesburg and Zanzibar links the stunning island with two thriving commercial centres.
Zanzibar, year-round holiday destination, has recently enjoyed increased popularity, especially in South Africa. We expect to attract new passengers to Fastjet in both Tanzania and South Africa with our affordable fares and reliable air services,” Winter said.
Investor concerns are likely to focus on the core Tanzanian services, however, and here Winter offered some hope, expressing confidence that things would pick up in the New Year when the political environment stabilises.

“Our ‘one day anniversary sale’ on 30 November, produced some excellent results, filling many seats into early 2016,” Winter revealed.

Kenya hopes for direct flights to the US by May

Kenya hopes to start direct commercial flights to the United States by May after it met most of the requirements set by an international aviation authority, Transport minister James Macharia on Wednesday.

The country wants to boost exports to Washington and increase visits by American tourists, with direct flights being a part of a package of deals announced during US President Barack Obama's visit in July.
"We shall get direct flights to the US by May this year," Mr Macharia said.
Mr Macharia said several airlines were keen to offer direct flights between Kenya and the United States. Delta Airlines previously set a launch date for flights but cancelled due to security concerns. Kenya Airways also plans to offer direct flights.
Jomo Kenyatta International Airport scored 88 per cent when it was assessed by the International Civil Aviation Organisation (ICAO) last September, the minister said, disclosing the score for the first time.
Inspectors from the US Federal Aviation Administration are expected to complete their audit of the airport before the end of March, he said.

fastjet launches Tanzania to Kenya flights

From 11 January 2016, fastjet Tanzania will start operating daily flights between Dar es Salaam and Nairobi and between Kilimanjaro and Nairobi. Flights between Zanzibar and Nairobi and Dar es Salaam and Mombasa are also expected to be added to the network later in 2016.

fastjet Tanzania has been given clearance by the Kenyan government to operate flights between Kenya and Tanzania under the Bilateral Air Services Agreement between the two countries, as previously approved by the Tanzanian Government. 

Two new routes, Dar es Salaam to Nairobi, and Kilimanjaro to Nairobi are on sale, with one way fares starting from as low as at USD80 and USD50 respectively, plus taxes.

fastjet Tanzania has been working towards the launch of these routes for some time.

TCAA boss suspended over misconduct

The Acting Director General of the Tanzania Civil Aviation Authority (TCAA), Mr Charles Chacha, has been suspended while two other senior officials have been transferred following discovery of massive financial and procurement irregularities at the authority.
The TCAA officials who will be assigned other duties are; Principal Treasurer, Mr Said Mteule and the Procurement Manager, Mr Said Kaswella, who alongside Mr Chacha, have been removed to pave way for further investigations into the said irregularities. 
During an impromptu visit by two ministers to TCAA headquarters in Dar es Salaam yesterday, the Minister for Works, Transport and Communication, Prof Makame Mbarawa and the Finance and Planning Minister, Dr Philip Mpango, said disciplinary measures taken against the officials resulted from unclear transactions in the purchase of aircraft guiding equipment known as Automatic Dependent Surveillance - Broadcast (ADS-B) valued at Euro 1.5 million, but remained out of order since installation in November, last year.
After nearly two hours of in-door discussion with TCAA departments managers, Mr Mbarawa told the media that he had suspended the TCAA Acting DG for incompetence as far as managing revenue collection and procurement procedures are concerned.
The finance minister was adamant on collection of government revenue, insisting that all institutions with obligation to collect revenue should comply and avoid lavish spending.
"I have directed the internal auditor to conduct special auditing within two weeks to establish the financial trend, in addition to verification by PPRA on the degree of adherence to procurement procedures.
With the Fifth Phase Government, there will be no let up on revenue collection," Dr Mpango insisted.

TAA boss dies amid swimming workout, laid to rest in Dar es salaam.

THE Director General of the Tanzania Airports Authority (TAA), Engineer Suleiman Said Suleiman (pictured), is no more; he died while on a swimming workout in the Indian Ocean on Monday morning at Kigamboni in Dar es Salaam.

According to TAA’s Director of Legal Affairs and Communications, Mr Ramadhan Maleta, the TAA boss had a routine of taking a swimming exercise every morning before reporting to work.
“On his routine work out on Monday at between 06:00 and 07:00 in the morning, one of the people he was swimming with realised that Eng Suleiman had lost balance and together with other people they helped him out of the water,” Mr Maleta explained.
He was thereafter rushed to Aga Khan Hospital for treatment where he was pronounced dead upon arrival. “We at TAA are mourning the loss of an exemplary leader with vast experience in management of airports,” Mr Maleta said with grief.
He described the late Suleiman as a loving person who knew by names almost all employees of TAA across the country. Among others, Eng Suleiman will be remembered for spearheading construction of Terminal 3, which is nearing completion at the Julius Nyerere International Airport (JNIA) in Dar es Salaam.
The deceased is survived by wife and three children. He was laid to rest yesterday at the Kisutu graveyard in the city.
He worked in the airport industry for over 30 years in positions such as Airport Civil Engineer at the Dar es Salaam International Airport and Senior Engineer for Design and Planning at the Directorate of Aerodromes.
Eng Suleiman also worked as Chief Engineer in the Directorate of Aerodromes at the Ministry of Communications and Transport as well as Director of Engineering and Technical Services at the TAA.
He held other positions such as Board Chair of the Dar es Salaam Water and Sewerage Company (DAWASCO) and a member of the Board of Directors at Air Tanzania Company Ltd (ATCL) along with being the Chairman of the Board of Directors at SN-Tech (T) Ltd.
Eng Suleiman obtained his Masters of Business Administration (MBA) from Maastrict/ ESAIMI and his Diploma in Port Management from the University of New Orleans.


He also obtained his Diploma in Airport Engineering at the Civil Aviation Training Centre in Singapore and his Bachelors of Engineer from the University of Mysore in India.

NIT introduces aircraft maintenance degree course

In a bid to boost the country’s aviation industry manpower, National Institute of Transport has started a bachelor’s degree in aircraft maintenance and plans for a similar course for pilots.

NIT Rector Dr Zacharia Mganilwa said the country aviation industry is facing shortage of qualified personnel hence many plane owners service their equipment in abroad.
“In this academic year we have started a new bachelor’s degree course of aircraft maintenance and engineering and before end of the year we could add another training course for pilots,” Dr Mganilwa said.
He said the aim is to see more aircraft engineers and pilots are available in the domestic market so that plane owners should not seek such services abroad.
He added: “In this academic year we have so far enrolled about 40 students who are taking bachelor’s degree in aircraft maintenance and engineering. Many of the Tanzanian pilots and aircraft engineers are almost retiring, that’s why we need new blood in the industry.”
  
Meanwhile Works, Transport and Communication Minister, Prof Makame Mbarawa will next Saturday inaugurate an aircraft hangar at NIT.

Dr Mganilwa said construction of their state-of-art aircraft hangar is part of NIT’s efforts to boost training of aviation industry engineers and pilots.
He said the aircraft hangar will provide space for a hands on training to students who are pursuing aircraft engineering degree courses.
Supporting the NIT Rector’s arguments, Dodoma based Central Aviation Services Ltd, Accountable Manager, Heri Shekighenda admitted that the country is facing shortage of aircraft engineers which forces some of the aircraft operators to service their planes abroad.
“It’s true that we have very few aircraft engineers in the market, I believe National Institute of Transport will make it possible have more qualified people that will provide aircraft services,” Shekighenda said.
NIT will produce 200 aircraft engineers within the next five years to support the aviation industry which is growing at 12 percent annually.

Currently most of the engineers and pilots are trained abroad especially in South Africa at an average cost of 100m/- each.

Iran selects Airbus for its civil aviation renewal

  • Agreements for 118 new aircraft, pilot training, airport operations and ATM support



Iran officials have signed two agreements with Airbus covering new aircraft orders and a comprehensive civil aviation co-operation package. The agreements were signed at the Élysée Palace, Paris, during Iranian President Hassan Rouhani’s official visit to France with French President François Hollande.

Iran Air has signed an agreement with Airbus for the acquisition of the full range of new Airbus airliners (73 widebodies and 45 single aisle). This includes pilot and maintenance training and support services to help the entry into service and efficient operations of these new aircraft.
In parallel the Minister of Roads and Urban Development, Dr. Abbas Ahmad Akhoundi, has signed a comprehensive co-operation agreement as part of the country’s modernisation of its civil aviation sector, to support the development of air navigation services (ATM), airport and aircraft operations, regulatory harmonization, technical and academic training, maintenance, repair and industrial cooperation.
These two agreements took place as part of the implementation of the JCPOA (Joint Comprehensive Plan Of Action) on January 16th 2016, and its associated rules and guidance.
The agreement for 118 new aircraft signed by Mr Farhad Parvaresh, Iran Air Chairman and CEO, includes 21 A320ceo family, 24 A320neo family, 27 A330ceo family, 18 A330neo (-900), 16 A350-1000 and 12 A380.
"Today’s announcement is the start of re-establishing our civil aviation sector into the envy of the region and along with partners like Airbus we’ll ensure the highest world standards,” said Mr Farhad Parvaresh, Iran Air Chairman and CEO.
“The skies have cleared for Iran’s flying public and Airbus is proud to welcome Iran’s commercial aviation back into the international civil aviation community. Today is a significant step in the overhaul and modernisation of Iran’s commercial aviation sector and Airbus stands ready to play its role in supporting it,” said Fabrice Brégier, Airbus President and CEO.
Airbus is the world’s leading aircraft manufacturer of passenger airliners, ranging in capacity from 100 to more than 500 seats. Airbus has design and manufacturing facilities in France, Germany, the UK, and Spain, and subsidiaries in the US, China, India, Japan and in the Middle East. Flight attendants reveal: Most annoying habits of passengers

Up above the world so high, flight attendants are expected to be nothing but courteous and professional.
 
They are the ones who spend the most amount of time with passengers than any other airline employee, and tend to a wide variety of needs and requests.
They make sure the journey is trouble free that also includes tolerating all kinds of behaviour that gets under their skin.
So what passenger habits annoy flight attendants the most?
Being rude
In a thread on Quora, flight attendant Paula Mitchell rattled off a long list of annoyances, and the one that stands out the most is rudeness.
Lack of basic etiquettes annoy her the most, 'clicking fingers at me to get my attention' topped her list.
She is also fed up with passengers who orders instead of politely adding 'Please' or 'Thank you', or talk too loudly over the pre-flight safety demonstration.
Another thing of annoyance - 'ringing the call bell to ask for a glass of water even though you are sitting two rows behind the galley.'
Lame questions
Attendant Diana De Souza Leão says general questions that they have already been answered annoys him the most. Like asking what's in the menu.
This one in particular a peeve for Durand as well, especially in cabins where passengers are handed a physical menu.
In response to that question, she sarcastically wrote in the Quora thread: 'Well, it's on the menu I gave you 40 minutes ago. Along with our beverages list, by the way.'
My connecting flight
Of all the questions asked by travellers, this is one of the most common.
Diana De Souza Leão feels annoyed, 'when they ask me to predict the future for them: Will I make my connection?'
'First of all you have not even told me where you are going, secondly it was shown in the welcome video on which channel you can find ALL of the information you could possibly need for this flight and any future flights you would want information about.'
Flight attendant Julien Durand had this advice: 'Look at the information on the screen in front of you, very often you'll find the estimated time of arrival, and on some companies, info about your own connecting flight.'
Oversize bags
Anna Alapatt, a former crew member pointed out passengers bringing too much luggage on board and expecting a flight attendant to pick it up and make it fit is discourteous.
Why would you carry your baggage all the way from home to the airport and then complain it's too heavy to put up in the bin and then expect your flight attendant to do it?
And then there are passengers who refusal to put bags in the overhead bins, hogging the overhead bins with their own bags, showdowns when attendants insist you check them.
Irresponsible parents
Flight attendants are by no means supposed to take care of your children. It is not in the job description nor does every flight attendant even like children. Your children are your responsibility not a flight attendant's.
Paula Mitchell said she gets annoyed when kids 'run wild' up and down the aisles or are constantly 'getting under our feet'.
Some parents have even handed her a baby's dirty nappy or used sick bag.
Baby food on board?
Parents often have to carry more than other passengers – from a pram to baby clothes, to breast milk to bottled baby food.
Yet some seem to think they can rely on the airline to provide special food for their child.
Julien Durand said she gets annoyed when 'the mother of a toddler asks me if there is food for her baby on board. What kind of mother doesn't bring her baby's food?'
Where are the toilets?
This is where Durand seemed really annoyed.
Irony was dripping from her response, 'Right behind the door that has the word 'toilets' written on it in at least two languages, under the luminous sign that says 'toilets', where everyone seems to be waiting in line after the meal, usually at the back, in the middle or at the front of the cabin.'
Smelly feet
It seems flights are the perfect time to air these puppies out
Like fellow passengers, flight attendants also hate it when someone removes their shoes on a flight.
Mitchell said she gets annoyed when a passengers removes his or her shoes and socks, 'therefore, in some cases, creating a smelly cabin environment'.
She also hates it when passengers go into the lavatory without shoes or when they go into the toilet and 'treat it like a day spa'.

Safety Lessons from TransAsia ATR-72 Flight GE222 CFIT

The Aviation Safety Council (ASC) of Taiwan has issued their investigation report into the loss of TransAsia Airways (TNA) ATR 72-500 B-22810 on 23 July 2014 during an attempted landing in poor weather.  It highlights a number of important safety lessons.

The Accident

During a non-precision approach, after around 34 minutes of holding, the aircraft impacted terrain in a residential area 800m NE  of the threshold of runway 20 at Magong Airport, Penghu Islands, Taiwan during a heavy thunderstorm associated with Typhoon Matmo. Ten of the 58 on board survived.

The Commander was Pilot Flying  (age 60, ex-military, joined airline in 1992, ATPL, 22,994 hours total, 19,070 hours on ATR42/72) and the First Officer (FO) was Pilot Monitoring (age 39, direct recruit by the airline in 2011, CPL, 2,393 hours total, 2,084 hours on ATR42/72).
There was no approach briefing before commencing descent and the FO “proposed that he conducted the before landing check by himself without a cross-check”, which the Commander approved.

The ASC say the Controlled Flight Into Terrain (CFIT) occurred because:

The crew continued the approach below the [330ft] minimum descent altitude (MDA) when they were not visual with the runway environment contrary to standard operating procedures.

When the aircraft had descended to 249 feet, the first officer illustrated the position of the [Missed Approach Point] MAPt by saying “we will get to zero point two miles”. At 1905:44, altitude 219 feet, the captain disengaged the autopilot. Four seconds later, the captain announced “maintain two hundred”. The captain maintained the aircraft’s altitude between approximately 168 and 192 feet in the following 10 seconds… The flight crew intentionally operated the aircraft below the MDA…while attempting to visually sight the runway so they could land the aircraft.


Neither flight crew member recognised the need for a missed approach until the aircraft was at just 72ft, 0.5 nm beyond the MAPt, where impact with the terrain was “unavoidable”.

Having discussed the effect of a cockpit gradient, the ASC note that in interviews with other TransAsia crews the consensus was that “the occurrence first officer would accommodate the captains’ flying habits, and tended not to challenge captains’ landing decisions”.  We have previously discussed whether it is better for the Commander to be the Pilot Flying or the Pilot Monitoring and this accident re-emphasises that question.  However, we do note below that the FO did intervene after several course, mode and communication errors by the Commander.

Precision Air completes a five phase re-certification process; gets AOC, AMO certificates from TCAA

PrecisionAir became the first airline in Tanzania to have successfully undergone a five phase re-certification process and get an Air Operator Certificate (AOC) plus Approved Maintenance Organisation (AMO) certification by Tanzania Civil Aviation Authority (TCAA).

Speaking in Dar es Salaam, the airline’s Group Managing Director and Chief Executive Officer, Sauda Rajab said her company received the two important documents after a three months TCAA inspection of facilities and verification of operating manuals process.

“It was a lengthy and involving process which fortunately took only three and a half months although it can sometimes take up to two years,” said Sauda. She pointed out that PrecisionAir can now fly any route within the country and service own ATR family of aircraft.
“It means a lot to us in terms of safety of our equipment, qualifications and experience of our crew which then translates to safety of our passengers and goods,” she pointed out.

She noted that with the AMO certificate the airliner can now service its own aircraft and avoid paying hard currency to have them serviced abroad. “We have been spending a lot of money to service our planes abroad but now this will be done by our own engineers here,” the GMD cum CEO pointed out.

She also hinted that PrecisionAir management will be looking into establishing aircraft maintenance as a separate business in the near future.

The company’s Technical Director, Gennaro Sicurezza said PrecisionAir has good engineers who can service their planes locally but also a team of highly motivated pilots and cabin crew members.

“We are proud to say that a local Tanzanian airline can offer competent services of global standards,” Sicurezza said noting that most Tanzanians have the skill and knowledge to fly passenger jetliners and service them.

He said as the company moves to seek EASA certificate, it will train more of its engineers abroad to acquire skills that will enable the company service latest global passenger planes. “We will send our engineers to Europe starting this year to undergo training in services other types of aircraft,” Sicurezza noted.

PrecisionAir is a member of International Air Transport Association (IATA) which audits the airline every two years to ensure that it complies with global safety standards, a key factor for all its members.

IATA is the trade association for the world’s airlines, representing some 260 airlines or 83 percent of total air traffic. 

PrecisionAir is the only Tanzanian airline that has passed and attained the IATA Operator Safety Audit (IOSA) certification.

Main function of the job: 
To manage the Flight Operations section in order to provide effective and efficient safety oversight of aircraft operators, flight crew and approved training organizations in compliance with national and international standards.

Duties and Responsibilities:
1. To advise the Director Safety Regulation on all matters relating to flight operations activities
2. To develop annual budgets for the flight operations section and ensure effective utilization of allocated resources
3. To determine training requirements of flight operations inspectors
4. To ensure development and amendment of operating regulations and technical guidance material in the field of flight operations as deemed appropriate
5. To develop schedules of safety oversight inspection for the flight operations section
6. To conduct inspections, certifications, surveillance and updating of air operators’ certificate register.
7. To conduct adhoc inspections of Air operator’s, proficiency checks of flight crew and approval of flight simulators.
8. To perform any other duties as may be assigned by supervisor.

Qualifications:
A formal academic qualification and holder of Airline Transport Pilot License (ATPL) with total flying hours of not less than 3000 , and type rating on at least two aircraft types above 5,700 kg in the Tanzania CAA register one of which must be a heavy aircraft type. ATPL holders, who have attended at least one formal course under the Instructor Training System (ITS) protocol or an equivalent system, will have an added advantage.

Minimum Experience:
At least 8 (eight) years working experience as a Pilot in a recognized Organisation (5) five of which should be in a senior position. Experience in quality control and assurance functions will be an added advantage.

Salary: Within salary grade of TCAA.SS.12

The primary responsibility of this function is to manage the airworthiness section and to ensure that safety oversight activities are maintained with the objective of enhancement of air safety and compliance to international and national standards.

Duties and Responsibilities:
1. To advise the Director Safety Regulation on all matters relating to airworthiness activities
2. To develop annual budgets for the Airworthiness section and ensure effective utilization of allocated resources
3. To determine training requirements of Airworthiness inspectors
4. To review the Airworthiness Procedures to ensure they are kept updated and effective by reference to current information gathered from manufacturers, design State authorities, accident/incident safety recommendations, shortfalls from inspections/surveillance reports, defect reports and any other industrial good safety practices.
5. To ensure that the Civil Aircraft Register is maintained current with correct appropriate data as per ICAO Standards and Recommended Practices.
6. To conduct inspections, certifications, surveillance, investigation and updating of aircraft maintenance organisation register.
7. To perform any other related duties may be assigned by supervisor

Qualifications:
Bachelor Degree in the field of aeronautical, mechanical, electrical or electronics and telecommunication engineering; except for aeronautical engineering, they should have attended and passed a recognized training in aircraft maintenance engineering. Or Possession of Aircraft Maintenance Engineer’s License with ratings or appropriate approvals i.e., Category A (Airframe), C (Engines), category X (Electrical, Automatic Pilot, Compass Compensation and Adjustments) or Category R (Radio).

Experience:
At least 8 (eight) years working experience in aircraft maintenance engineering in recognized Aircraft Maintenance Organizations or Airworthiness Inspector, (5) five of which should be in a senior position. Experience in quality control and assurance functions will be an added advantage.

3. CHIEF AIR NAVIGATION SERVICES INSPECTOR (1 POST)

REPORTS TO: DIRECTOR SAFETY REGULATION

Main function of the job:
To manage Air Navigation Services Inspection section in order to provide effective and efficient safety oversight of Air Navigation Services provision in compliance with national and international standards.

Duties and Responsibilities:
1. To advise the Director Safety Regulation on all matters relating to Air Navigation Services
2. To develop annual budgets for the Air Navigation Services Inspection and ensure effective utilization of allocated resources
3. To determine training requirements for Air Navigation Services Inspectors
4. To develop and amend as appropriate operating regulations and technical guidance material in the field of air navigation services Inspection
5. To develop schedules of safety oversight inspection for the air navigation services Inspection section
6. To ensure effective and efficient oversight of air navigation system including air traffic services, air navigations services facilities and installations, aeronautical information services, aeronautical meteorology, flight procedure design and search and rescue
7. To develop a comprehensive safety oversight programme based on the approved business plan and ensure efficient utilization of allocated resources in the implementation of the safety oversight programme
8. To review air navigation regulations including periodical review of procedures manuals.
9. To conduct oversight of Approved Training Organizations (ATOs) providing training related to Air Navigation Services and Flight Procedure Design.
10.To perform any other related duties as assigned by supervisor

Qualifications:
Bachelor Degree in any one of the following disciplines; Science, Electronics and Telecommunication engineering or Computer Science with Basic Training in Air Traffic Management, Communication Navigation Surveillance, Aeronautical Information Management or Aeronautical meteorological services. He/she must have undergone courses under Inspectors Training System (ITS) protocol and has shown potential to shoulder higher responsibilities.

Experience:
Must have a relevant working experience of at least (8) eight years, five (5) of which should be in senior position.

4. AIRWORTHINESS DEVELOPMENTAL INSPECTOR (2 POSTS)

REPORTS TO: CHIEF AIRWORTHINESS INSPECTOR 

Main function of the job:
To conduct safety oversight in accordance with the Civil Aviation (Airworthiness) Regulations under supervision of a qualified Airworthiness Inspector. The incumbent will undergo training for inspectorate functions under the ITS protocol or equivalent system.

Duties and Responsibilities:

Technical Administration:
1. To assist in enforcement of regulatory requirements and report deficiencies to the Supervisor.
2. To assist in accident/incident and complaint investigations
3. To assist in recertification of air operators and Approved Maintenance Organisations

Certification:
1. To assist in the review of manuals (maintenance, flight) and other documents associated with certification requirements of air operators for accuracy and compliance with Civil Aviation Regulations.
2. To assist in conducting inspections and evaluation of Approved Maintenance Organizations under supervision of a qualified inspector
3. To assist in evaluation of applications for issue/renewal of certificates of airworthiness
4. To assist in evaluation of applications for AME license issue/extension applications in accordance with procedures in Airworthiness Orders as specified in the Civil Aviation (Personnel Licensing) Regulations and Annex 1 to ICAO convention

Surveillance:
1. To assist in carrying out continuous programmed surveillance to aircraft operations, air operators and approved maintenance organisations and make appropriate recommendations to the supervisor.

Investigation:
1. To assist in carrying out accident and incident investigations in accordance with procedures
2. To perform any other related duties as may be assigned by Supervisor.

Qualifications:
Bachelor Degree in either aeronautical, mechanical, electrical, electronic or telecommunication or equivalent academic qualifications. He/she must possess aircraft maintenance engineer’s licenses, ratings or appropriate approvals, commensurate with their job responsibilities, i.e, Category A and C (mechanical) Licenses with ratings, category X or R (Avionics) License with ratings. Experience Three years working experience in an Aircraft Maintenance Organisation as an Aircraft maintenance Engineer, He should posses a high degree of integrity and be computer literate.

C. DIVISION OF AIR NAVIGATION SERVICES

1. CHIEF AIR TRAFFIC MANAGEMENT (1 POST)

REPORTS TO: DIRECTOR AIR NAVIGATION SERVICES

Main function of the job:
To manage Air Traffic Management services section and ensure effective and efficient provision of air traffic services in compliance with national and international standards and recommended practices.

Duties and Responsibilities:
1. To advise the Director Air Navigation Services on all matters relating to Air Traffic Management 2. To develop annual budgets for the Air Traffic Management and ensure effective utilization of allocated resources
3. To determine training requirements for Air Traffic Management officers
4. To maintain proper administration of ATS personnel in accordance with ATS policy.
5. To set up an efficient Search and Rescue (SAR) service in Tanzania in accordance with national SAR plan.
6. To perform any other duties as may be assigned by supervisor

Qualifications:
Bachelor Degree in Science and an Air Traffic Control license with 4 ratings with a certificate of Aviation English Level 4 and has shown potential to shoulder higher responsibilities. Experience Must have a relevant working experience of at least (8) eight years, five (5) of which should be in senior position.

2. CHIEF AIR NAVIGATION ENGINEER (1 POST)

REPORTS TO: DIRECTOR AIR NAVIGATION SERVICES

Main function of the job
To manage the Communication Navigation Surveillance section and ensure effective and efficient implementation of projects, installation and maintenance of CNS facilities as per ICAO standards and recommended practices.

Duties and Responsibilities:
1. To advise the Director Air Navigation Services on all matters relating to Communication, Navigation and Surveillance.
2. To develop annual budgets for the Communication, Navigation and Surveillance section and ensure effective utilization of allocated resources
3. To determine training requirements for Communication, Navigation and Surveillance section personnel
4. To ensure the integrity, reliability and availability of CNS facilities and services are provided as per national and international standards.
5. To evaluate failures and usage rates of spare parts to ensure sufficient stock levels of equipment and parts.
6. To plan and organize implementation of all CNS projects including installation and maintenance of CNS facilities as per ICAO standards and recommended practices.
7. To ensure flight calibration of radio navigation aids are carried out as per National and International standards.
8. To determine operational costs of all CNS equipment in order to prepare budgets and equipment replacement plan.
9. To perform any other duties as may be assigned by supervisor.


Qualifications:
Bachelor Degree in Electronics and Telecommunications Engineering or equivalent with possession of systems or equipment Certificate in at least three of the following facilities; Communication (Voice and Data processing), Navigation and Surveillance. Masters Degree in Science, Business Administration and registration with Engineers Registration Board (ERB) is an added advantage. Experience At least eight (8) years working experience in maintenance of CNS facilities, five (5) of which should be in a senior position. Must have shown potential to shoulder higher responsibilities.

Air Zimbabwe to resume flights between Harare and Dar es Salaam, Tanzania.

The Zimbabwe national flag carrier, Air Zimbabwe, will resume a scheduled service between Harare International Airport (HRE) in Harare and Julius Nyerere International Airport (DAR) in Dar es Salaam, Tanzania.


Effective 14 May 2016, the airline will initially operate two flights per week on Tuesdays and Saturdays on board an Airbus A320 between the two cities.

The airline seeks to tap into the growing trade between the two countries.

Air Zim spokesperson Shingai Dhliwayo confirmed the opening of the new route.

“We will start flying into Dar es Salaam on May 14 as we want to help cross-border traders and business travellers flying between the two countries,” she said.

Dhliwayo added: “The airline has a generous baggage limit of 40 kilogrammes per passenger and this should come in handy for the flying public.”

The return trip fare would be starting from $400 per person, with flights every Tuesday and Saturday.

The new route will put AirZim in direct competition with budget airline FastJet that also plies the route, but charges passengers according to the baggage they are carrying.

Dar es Salaam will become the third regional destination that AirZim has scheduled flights to after Johannesburg and Lusaka.

Dhliwayo said the airline was consolidating its position on the regional routes as it aims to start flying long haul flights to Europe and Far East.

“The airline remains determined to re-open its direct flights to London and China in the near future as resources become available and when an agreement with a strategic partner is concluded,” she said.

INVITATION FOR AN APTITUDE TEST FOR AERONAUTICAL INFORMATION MANAGEMENT TRAINEES  
    
The Tanzania Civil Aviation Authority, (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) to regulate the civil aviation industry in the United Republic of Tanzania in order to ensure effective implementation of Standards and Recommended Practices (SARPs) as provided in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for economic regulation of the activities of persons and institutions providing air transport services and aeronautical airport services. In addition the Authority provides air navigation services in Tanzania.

The following candidates are selected to attend an aptitude test which will be conducted at the Civil Aviation Training Centre (Terminal one/Old Terminal) on 10 May, 2016 and 11 May, 2016 from 8.00 am.

Air Mauritius adds Dar Es Salaam and Maputo to its regional destinations.

Air Mauritius has added Dar es Salaam and Maputo to its regional network, as the airline starts 1 weekly flight each, using Airbus A319 aircraft.



On 4 May the carrier began weekly (Wednesday) flights on the 2,633-kilometre route to Maputo (MPM) in Mozambique. The return flight operates via Durban.

On 6 May, it began weekly (Friday) flights on the 2,494-kilometre route to Dar es Salaam (DAR) in Tanzania. Return flights on this route operate via Nairobi.

Both routes will be flown by one of the airline’s two A319s and neither faces direct competition.

Megh Pillay, CEO of Air Mauritius, said: “African economies have shown remarkable resilience to the global crisis. Their growth rates have been consistently higher than the global average. The expansion of our network on the African continent is a step to address the need for more air connectivity. These new flights will contribute in feeding the Air Corridor that links Africa and Asia via the hubs of Mauritius and Singapore.”

Created in 1967, Air Mauritius currently operates a fleet of six A340s, two A330-200s, two A319s and two ATR 72-500s and flies to 21 destinations in Africa, Asia, Australia, Europe and the Indian Ocean.

Zambian government disappointed as Fastjet pulls back from starting local operations.

The Government of Zambia is disappointed that Fastjet has withdrawn its intentions to set up operations in Zambia.
Zambian Transport and Communications Minister, Kapembwa Simbao said the newly-appointed executive chairperson of Fastjet informed the Government that the new management had decided to shelve the Zambia investment portfolio owing to unfavorable global economic conditions.
He said Fastjet remained committed to invest in Zambia once the negative economic conditions changes.
"While Government is considering establishing its own airline to help diversify the economy, we stand ready to invite new investors in the domestic aviation sector," Mr Simbao said.
